The overall objective of this contract is to enhance efficiency, coordination and complementarity of the EU-Egypt cooperation programmes and to ensure accountability on the use of resources.
To provide methodological support to EU DEL Egypt staff and implementing partners to ensure that monitoring tools are in place to ensure coherence between the strategic, programming and implementation levels, as well as increase the tracking of progress within
specific actions and sectors, in line with the EU results framework, the SDGs and Egypt’s sustainable Development Strategy “Vision 2030”.
Output 1. Increased harmonisation and quality reporting on the achievements of EUEgypt cooperation
Output 2. Improved coherence between strategic documents, programming and implementation at project level (“interventions”)

Required Qualifications
Minimum 8 years preferably 12 years of experience in the design of international cooperation projects and programmes in the development and cooperation sector.
Required Experience
General
Minimum 8 years preferably 12 years of experience in the monitoring and evaluation of international cooperation projects and programmes in the development and cooperation sector.
Minimum 3 and preferably 6 year experience in the sector of social inclusion and protection and/or mainstreaming of rights-based approach and gender equality or other gender-sensitive policies ensuring that no-one is left behind.
Specific
Proven experience of designing or evaluating actions and interventions in the economic reform sector
Proven experience of designing or evaluating actions and interventions in the European Southern Neighbourhood region and preferably with some experience in Egypt.
Proven experience of training programme managers on the theory of change, logic of intervention and design of indicators
Proven experience in the design and/or implementation and/or evaluation of programmes and projects in the sector of energy, water and management of natural resources will be considered an asset
