Evaluator (2) Cat. 1
DG NEAR C1 is launching the final evaluation of Phase II and ex-post evaluation of Phase I of the EBRD SBS programmes (EGP and BAS) in the Eastern Partnership (EaP) countries to assess the relevance, effectiveness, efficiency, impact and sustainability, plus coherence and value added of the programme. At the same time, recommendations should be elaborated, based on the findings of the evaluation, which should provide key inputs to guide possible subsequent contributions of the programme through further funding (bilateral or regional) under the Neighbourhood Investment Platform (NIP).
These evaluations, although of different type (ex-post and final), should be performed at the same time in view of the similarity of the actions concerned and of their consecutive character (Phase I and II).
Systematic and timely evaluation of its programmes and activities is an established priority of the European Commission. The focus of evaluations is on the assessment of achievements, the quality and the results of Actions in the context of an evolving cooperation policy with an increasing emphasis on result-oriented approaches and the contribution towards the implementation of the Sustainable Development Goals (SDGs).
The evaluation will assess the Action using the five standard DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and early signs of impact. In addition, the evaluation will assess two EU specific evaluation criteria:
– the EU added value, both regarding its design and quality of implementation;
– the coherence of the project itself, with the EU strategy in the economic development sector and
with other EU policies and Member States’ as well as other donors’ Actions.
The evaluation team shall furthermore consider whether gender, environment and climate change were mainstreamed.
