Consultancy services for mapping & maximising the use of existing international funds at regional and international level

The Global objective of the assignment is to enable Mauritius to mobilise grants & technical assistance in priority sectors of the country.
The requested specific services consist of Task 1 to Task 3 as follows:
Task 1: Development of a Matrix of Donor funding (grants and technical assistance) and a Roadmap to secure those funding
Task 2: Capacity Building to relevant government stakeholders
Task 3: Formulation of project concepts/proposals

Required Qualifications
Category I Expert
At least a master’s degree in social sciences, economics, development cooperation, project management or a related field, or in its absence, 14 years of work experience in the related field following a university diploma.
Required Experience
General
At least 12 years in capacity as fundraiser for national Governments with proven track record in accessing funds (grants) and submission of successfully financed projects.
Specific
(a) 8 years of experience with multilateral organisations and fund raising development cooperation in the ACP area.
(b) A minimum of 5 years of experience in project preparation funded by donors: the consultant should demonstrate that he or she has prepared and successfully tapped funding for at least 10 projects.
(c) A minimum of at least 5 years of experience in capacity building related to resource mobilisation and project preparation.
(d) The consultant should demonstrate that he or she has worked with at least 2 donor funded organisations, including the EU.
(e) The consultant should demonstrate that he or she has prepared and successfully completed at least 2 assignments for Middle Income Countries (MICs).
